Paper Velocity(Vp)= 8m/s

a) Simplification

a) Since the direction of velocity of the bicycle and the newspaper is same, the latter will gain the velocity of the former also with repect to the ground.
V= Vb + Vp
V= 8m/s + 5m/s = 13 m/s

b) Simplification

Since now the motion of the newspaper and the bicycle completely opposite, the former will loose velocity. Hence its resultant velocity with respect to the ground will be the subtraction of the velocities
V = Vp - Vb = 8m/s -5m/s = 3m/s

Now both the velocities are perpendicular hence using vector algebra
V=Vp2+Vb2= 82+52=89
