To add two numbers with similar signs, add their absolute values and keep the similar sign with the resulting number.

In order to evaluate the value of the expression $a+b+30$, substitute –18 for a and –3 for b in the given expression to get

$a+b+30=-18+\left(-3\right)+30$

Now add the first two numbers as both have the same sign. Then add the resulting number with the last number as shown below

$\begin{array}{c}a+b+30=−18+\left(−3\right)+30\\ =−21+30\\ =9\end{array}$

Thus, the value of the given expression is 9.
