Understanding percentages is essential in math, as they are a way of expressing a number as a fraction of 100. Essentially, the word 'percent' means 'per one hundred', and that's why converting from a fraction where the denominator is 100 to a percent is straightforward — the numerator of the fraction is the percent value.

Take, for example, the fraction \( \frac{83}{100} \), already in the most convenient form for conversion. To transform this into a percentage, you simply take the numerator, which is 83, and read it directly as a percent. Thus, \( \frac{83}{100} \) equals 83%. This direct conversion is why fractions with 100 as the denominator are quite handy when dealing with percentages.

Fractions and decimals represent different ways to express the same concept: parts of a whole. A fraction consists of a numerator (top number) and a denominator (bottom number), conveying how many parts of a certain size there are. For instance, \( \frac{1}{2} \) denotes one part out of two equal parts of a whole.

To convert a fraction to a decimal, you divide the numerator by the denominator. Continuing with our example, 1 ÷ 2 equals 0.5. Decimals are essentially another form of fractions, with the decimal point acting as the divider. Recognizing that both fractions and decimals describe the same thing is a critical step in mastering certain mathematical and real-world concepts, such as money calculations or measuring ingredients in cooking.

Mathematical rounding is a useful tool for simplifying numbers, typically when a precise value is not necessary or when you require more manageable figures to work with. When we round numbers, we adjust them to the nearest specified place value – such as units, tenths, hundredths, and so on.

The general rule for rounding is that if the digit to the right of the target place value is five or more, you round up. If it is less than five, you round down. So for a number like 0.86, if we’re rounding to the nearest tenth, we look at the '6', which is in the hundredths place. Since it is greater than 5, we round the '8' up, resulting in 0.9. In our exercise of converting fractions to percents, if rounding is necessary, we apply this principle to obtain the most accurate and practical percent value.
